Could somebody please explain how a class can be "full"?

Paul,
It was decided that due to the large amount of racers and the time restraint this year, that there are now going to be cut offs for the classes. This will prevent us from having, for example, an E main in the 1/12th scale class with only a couple cars and saving us that extra 8-10 mins each round. What it comes down to is that there just isn't enough time.
