If you are looking for more information on what people are running in their stadium trucks let me know.
I would love to know what people are running for stadium trucks, just trying to avoid buying a whole new car to fall into a class for this summer. But if it takes $150-$200 to get the rustler up to snuff then maybe i would consider a whole new truck.

Your biggest difference from everyone else will be electronics. Everyone is running a brushless setup, after that the rustler doesn't offer as much tune ability as the higher end models. You should be fine with a motor and ESC upgrade to get back into the club racing scene.

Most of the trucks you will see in that class are the team associated and losi models.

I'm also an old newbie, used to race at Wild west back in the 90's when I was a kid. Looking to either revive my b3 with brushless setup or get something completely different. Anyone have any recommendations? Are there any pro4's in the novice division? Just don't want to pour money into something that will be outdated...

You can run anything in novice. The b3 would be just fine to get you re aquatinted. The truck and buggy class are always good classes. If you decide to go pro4 the class looks like it will be a good class for a while. Either way, buy good electronics and you will be good.
